Net Zero Carbon Planning Policy

Since its launch in January 2023, Bath & NE Somerset’s pioneering net zero carbon planning policy has been studied by a group at University of Bath with external partners Chapter 2 Architects and the South West Net Zero Hub.

We were invited into the group by research lead Dr Will Hawkins from the departments of Architecture & Civil Engineering. Our role was to offer real-world experience of designing to a set of criteria, making planning applications and dealing with Local Planning Authorities. Although BANES is the first to set such far reaching targets, other authorities are due to follow over the next few months and years. Understanding the local requirements of each authority will be critical to getting applications registered and ultimately approved.

Another aspect we helped with was looking at PHPP modelling for current applications to see how the submitted results from SAP could be replicated. All applicants were invited to respond to a questionnaire which gauged their views on both the intentions of the policy and its practical application.
